C. Francis Toomey

"In the annals of football officiating C. Francis
"Chick" Toomey will be remembered as an individual
who always worked hard from the opening kickoff to
the final whistle." That is the estimation of the members
of the CCAFO in their naming Toomey to the
Hall of Fame posthumously.
An official for 35 years with the CCAFO and the
New York and later Connecticut Chapter of the
Eastern Association of Intercollegiate Football
Officials, Toomey was the voice that was listened to by
aspiring men in stripes.
A graduate of Bates College where he earned 12
letters in football, hockey and baseball, Toomey
returned to Connecticut to coach at Athol High
School and later Chapman Tech in New London. He
taught English at
Bulkeley High
School until his
retirement.
As an official
with the CCAFO he
worked many top
games and served
on all standing
committees, including
a stint as president
in 1958. He
was named to the group's Distinguished Service
Honor Roll in 1970, was a "Friend of Football" honoree
in 1987, and "Team Sportsmanship" honoree in
1993. As a college official he worked the Yale-Harvard
game 3 times, including the 29-29 tie, BC-Holy
Cross 3 times, Penn State-Syracuse twice, and
Army-Navy 3 times. He swan song was his last Army-Navy
Game.
